One thing that comes to mind is that when using suspension forks, any rack involved shouldn't be mounted on the legs or below the stanchions. If you add two panniers worth of weight to the moving parts of the fork, the suspension characteristics of the fork are going to be severely diminished. Ideally you'd want as little unsprung weight relative to sprung weight as possible.
The Supercharger 2 has head tube rack mounts (really smart that) but I'm not sure about the weight limit. Our Tern GSD head tube mounted rack carries 10kg, which should be enough for front loads.

Via a Riese and Muller Supercharger 2 user who has ridden some fair distances on her bike with these Ortlieb Fork Packs. They come 4.1 or 5.8 litre sizes — another option to consider. I particularly like the mounting method used for suspension forks.
The smaller bag which is a bit larger than my Salsa EXP Series Anything Cade bag (3.35 l v 4.1 l) would be the best option if I went this way.

Hope it is not too late!
Have you checked Thule Tour rack paired with Thule Pack'n Pedal Side Frame?
I used them on a 3 month trip on my hybrid bike. No problem occured with them. They were loaded with Ortlieb Back roller.
