Limit spam/trolls: new users 10 posts before able to start topics

Limit spam/trolls: new users 10 posts before able to start topics
Most forums I've ever been on block new users from starting new topics until a post count is achieved. I know folks need help sometimes, but I guess it should help with spam or trolling if it takes a bit more effort.

I think the questions was about starting new threads.
So... newbies could dredge up off the wall zombie topics for silly replies, but couldn't start new threads.
Personally, I think it is easier for forum moderators to spot SPAM if it comes in new threads as one might not read every reply.
Of course, I'd imagine it helps for users to click on the button to report SPAM (and hopefully the system consolidates SPAM reports, so one doesn't get 1000 reports to wade through).
Anyway, I don't see the concept of blocking forming new threads as a benefit.
