The more things change, the more they stay the same.

Back then one death resulted in bicycle safety standards like bells, lights, signalling and riding on the right side of the road and not on sidewalks.

Today, all those traffic rules are in place for cars but what can be done about the 100 pedestrian deaths? Vision Zero.

The story was similar in many cities.

Those crazy cyclists were spooking horses and endangering women and children, speeding through the streets at 10 mph.

Stephen Crane reported

I have a Libary of America edition of Stephen Crane and during his regretfully short life he did work for a time as a reporter in NYC. I remember decades ago reading his piece about the chaos surrounding the central park bike scene circa 1890s. He described with amusement some "goers" who eould make the bold step of trying to outrun the mounted bicycle patrols trying to ticket them.

One way to read that story is to see that the political clout of cyclists in NYC has been much higher in the past decade and a half. Lots of nasty quotes about them, but the lanes and the bike share gets done despite the nastiness.
