That bike probably has steel rims. They're notoriously hard to stop, especially in rain. Try a different brake pad, like Kool Stop Salmon.

And was the work done by a reputable shop? Small problems...

Chainring and/or cog teeth became worn from the old chain and are now not conforming to the new chain.

Your lacing pattern is fine. The NDS spoke tension will be about 50% of the drive side so reducing the crossing won't have any real affect on durability.
