...in its current unbuilt state, clear coating it with some kind of two part urethane clear enamel, (like Spraymax 2K Glamour) would be a relatively simple operation. FWIW.

You may be able to get the serial number by placing a clean piece of paper on the area and using the side of a pencil and lightly etch the area.

This was built as a surprise gift for a friend with a bad back that was afraid of getting stuck on a two wheel bike.

I paid about that for my '87 Falcon 531c frameset. Just had to have it (at the time). The paint is near flawless.
