Is this tire cooked?
Or is it fairly savable. The tread of this Turbo Cotton

I've used some superglue here and there, but curious how much of this gluing would undermine the structural integrity of the tire? |
Most of the structural integrity is in the casing. You also want the tread to be pretty much adhered to it...

How far can you walk in road shoes?

You surely don't want it separating mid corner.... A friend had a pair of those that came on a new bike. I fixed a flat/ swapped a tube for her and those are some impressively supple tires. I hadn't seen anything like them since the days of tubulars. Or maybe I should say flimsy instead of supple because they were definitely flat magnets. She moved on from them quickly but I figure they rode nicely when they were holding air.

I would ride it home and then throw it in the trash.

You can glue those down with contact cement, but it may be a losing battle if more edges come loose. The tread was glued on to start with so there's no structural issue.
Clean with small wire brush & rubbing alcohol; when dry coat both surfaces with moderate coat of glue, let dry with the parts separated with toothpick; press down and hit glued area with hammer against smooth flat surface. |
No way I would ride that tire again.
