Does anyone know the name of this bike part?

I have built a chopper and it has a long fork with no way to install a chrome fender. But I found a solution but I don't know the name of this part in the video:

Looks like a quill system but no matter how I word this part, I can't seem to find it on the market anywhere.

Thanks a lot to anyone who knows!

Yeah, OP, are you talking about a steerer tube plug to snug the fender up to the crown? You can use a steerer tube star nut for that, or an expanding type steerer tube plug. If it’s the type of fork with a very narrow internal diameter, probably an expanding handlebar plug would do the trick, though I’d use the type with a rubber compression bung, for durability.

It appears to be an expansion plug mount.

I wonder if it is proprietary to the SKS fenders. The fenders appear to be cheap enough that it may be easier to simply buy a new complete fender set.

You might check if a 1 1/8" steer tube expansion plug would work upside-down.
