Adhesive for delaminated toe clip straps?
 
First I tried contact cement. They came apart shortly.
Secondly, I tried Shoe Goo. Work pretty well but the added thickness made them too thick to put inside the pedal.
Thirdly, I used a tan colored Gorilla Glue. This dries too hard.
Any suggestion?

Do you have a pic? I can only think of webbing or leather. Contact cement should work, if done well.

Goop “flexible adhesive.” If all else fails, 3M 5200.

You'd think new straps would be available. Maybe the safety issues have stopped new production?

If they are museum pieces then keep them in your museum. Get some new straps for every day wear and tear.

Leather always worked for me. They should have buckles like this:
