They must be tubular.

I have a Miyata fixed gear conversion that I would like to ride on gravel and the bike doesn't have very big tire clearance. I would l something that is less than 30c.

Probably your best option.

I have some 30mm Conti's CX tires on my Roubaix, and they work ok most everything except deep sand (or even not-so-deep sand... LOL!)

EDIT: My Mistake... they are Schwalbe CX Comp

Schwalbe CX Comp - 30 mm
They're 30 mm, but measure to 28mm on these wheels - 17mm internal width

My bike

Here is my bike if this helps. It is a Miyata touring bike from the early 80s.

If you're specifically looking for knobbies, there really aren't a lot of options. CX tubulars are a pretty niche market, and 33mm is the norm. You might look at FMB: some of their CX knobbies are available as narrow as 28mm, although it might require contacting them as a special order.

If your riding doesn't require knobs, there are plenty of road tubulars that will fit your bike.

Years ago I found some 28 mm Kendas in order to do a similar project, but I just looked on Kenda’s website and it looks like 33 is the smallest they make now.

FMB makes CX tires in the size you want

Challenge has a couple of tubular options at 30mm.

It's a little strange to me that a Miyata touring bike will only fit 30mm tires. It probably would fit something wider in 650b. I don't think I would let the existence of some tubular wheels dissuade me from a more mainstream choice.

It is personal preference. I enjoy riding tubular tires more than clinchers.

Grant is looking for 30-mm tubulars; doesn't want anything larger.

I have 33mm tubulars on my Schwinn, which has larger clearence than the Miyata, and they barely fit.
