that is an illumination device... common on junk bikes and punk kid bikes (sometimes BMX) most commonly NEXT bikes... when it spins the force causes an actuator to illuminate the LED within and make blue circles while riding. To remove... twist counter clockwise grasping the base.

We're all so SERIOUS about our bikes! It's good to have some whimsey. My own Specialized Allez Comp has a pair of green eyeball valve-stem caps. They probably don't slow me down all so much, and they make me smile. |

Tire Fly's. My kids use them, and for visibility they work well enough if used with other lights and reflectors. There is also someone that makes a low pressure model in a number of pressure ranges that flash when your low on air. Made for cars and motorcycles, but air pressure is air pressure if the range is right. Good for the lazy or forgetful (like me).
