Stem above steerer
 
1” threadless steel steerer tube
1” threadless brake cable hanger
1” to 9/8” spacer
9/8” stem

right now the steerer tube is flush with the top of the stem. I realize that the top pinch bolt of the stem needs to be below the top of the steerer tube.

I would like to raise the handle bars a 1/2” or so, though I cannot flip the stem for decaleur reasons.

can I get a taller 1” to 9/8” spacer that comes over the top of the steerer tube, add 10 or so mm of spacers and still maintain a safe level clamping?

What type handlebars? Drop bars? Maybe some riser type drops will help you.

Others make them too. Some more rise, others less. Watch the drop though. Drop varies between bars, so even with more rise for the tops, the drop might wind up not being higher than your current bars.

If that steer tube is steel, and there is a bike frame builder around, they could extend the steerer fairly easy by cutting it off a few cm above the crown and brazing a longer steerer tube on it with an inside union.

A drop bar. Why didn't you just say so instead of making me look them up.

If you want to keep them and keep the bike looking somewhat original and with an appealing aesthetic, then find a frame builder or someone good at brazing and get the steerer tube extended.

You can get steerer extenders to lift your bars.

I've not been a fan of the erector set 1" threadless to 1-1/8" threadless to 1-1/8 extender to stem, but I imagine it will work and some have probably done it.

There are a couple of things. Unlike a quill to threadless adapter/extender, the double stem bolts appearance does leave a bit to be desired. The other thing is the height. Raising the stem 10mm (1cm) is such a small amount that you might have to cut the extender, has to be square, to not have it too high.

I would think that you could find a stem that has more of a rise that will accomplish what you want al lot easier.

Edit added: I guess it does depend on the style of the decaleur.

The stem is supposed to be about 2mm above the steer tube, and it's probably OK until about 5mm. What you're suggesting sounds unsafe to me. I would try hard to see if I could find a stem setup that provided the amount of rise you need.
