Can a 4-foot child ride a 24 inch-wheel bike?

I have a Giant Escape Jr 24" bike and need to know in advance of a child's visit if it's small enough that they will be able to ride it. (If they won't be able to ride it, I will need to get a smaller bike in advance. I can't just wait until they show up and have them get on the bike to see if it's a good fit). The child is 121 to 123 cm tall. (I can't find out the exact height or inseam in advance). Based on the above, does anybody know if the child will be able to get a leg over the top tube and ride this bike?

They will only visit for one day, so it's ok if it's not the ideal height for them, as long as it's physically not difficult for them to ride it once for an hour.

The recommended height range for 24" bikes is 4'5" to 4'9". The best wheel size for 4'0" is 20".

Try it first, if your kid can straddle the bike with the seat all the way down, I would go with the 24”. Having taught a few kids how to ride, I find the larger wheel more stable. I remember “borrowing” my neighbor’s old 26” Schwinn Cruiser when I was 7. I sat on the tank (the fake gas tank on old Schwinns which held batteries for the headlight) as I couldn’t reach the pedals from the saddle, and even sitting on the tank my feet couldn’t touch the ground. But I still had a lot of fun on that bike.
