The sign was made by a contractor and has been covered up until "repairs" can be made.

For a long time there was an official road sign along a popular bike ride our club used to do that read "Bridge Out. Loacl Traffic Only". It may even still be there. Even funnier is that the bridge was repaired a long time ago. My guess is that the local people wanted the sign to remain to steer through traffic off a quiet road.
