When replying, I cannot access formatting options

When I reply to a thread on my desktop, I am no longer getting any of the formatting options (bold/italic/underline, insert link/picture, etc) that entire block is missing, even when I click on the "Go Advanced" option.
This happens on both Chrome and Firefox. I have determined that JavaScript is still enabled. I have cleared all cookies and cache. Using Windows 10. Is there some setting I need to mess with? Since this is happening on both browsers, I am assuming there is something in my account settings. Here is what it looks like: (have to add attachment as I cannot embed the pic) |

I replied, and demonstrated that it is a javascript issue.

I found if I switch to the mobile version on my desktop, I get the formatting options.
Also, if I switch to the Full Mode on my phone (safari) I do not get the formatting option. This is clearly not a browser settings option. There must be something up with the settings on my account. |

that’s great, but no indication how to fix it. The problem is not with the browser, as evidenced by the fact that this does this with chrome, Firefox, and Safari (on my phone when I switch to full mode)
