Wheel build vs buy a set depends on the situation for me. If I find some $100 rims on sale for $40 I'll look for a deal on hubs and pick up some spokes. I also built a couple of front wheels when Campagnolo Record hubs were on sale for $40ish.
If I can find a decent set of wheels cheep, I'll go for them. Thinking about getting another set of these before they disappear. Pretty good wheels for $210.
