Yes. I have even heard of injecting fuel into the exhaust or catalitic converter , to make more smoke. There are devices sold for just this reason. They also modify the pcm tune for excessive fueling at certain power settings to make this condition possible.

They approached from behind very slowly and then gunned the engine just as I stopped to check out a rail yard. They were too far in front of me by the time the smoke billowed out.
