Is this a bike thing? What is it?
 
Got some cool vintage bits from an old shop

under some parts was this:

there is a cable coming out the end.

I don’t have a clue

I would say it's part of a tool, possibly a staple gun?

What happens when you pull on the cable core? Do those notchy bits in the slot move?

Thats a mustache trimming jig. Makes sure your stache ends up proportional. The wire is to power the heating element for the foam dispenser.

Never saw anything like it. Best guess, based on the interior width---some sort of early chain degreaser device. Try feeding a chain through it and see what happens. Are the three hinged plates spring loaded? Is the trigger-guard-looking bottom piece riveted in place, or is it removable?

No idea about the cable, unless it's supposed to stick out of a degreaser bath and act as a handle.

Whatever it is, someone went to a lot of trouble to build it.

Edit: Google Lens found nothing close. Showed parts or tools related to Harley Sportsters, Glocks, and a few other wild guesses.

You're all wrong. It's dates from the Cold War. It is part of a device that makes otherwise sane bicycle enthusiasts get all uber-huffy with each other over stupid things like comic strips that portray cyclists in less than flattering terms.

It looks to me like some sort of handle.
I think there is a bit missing that would slide under the flat strap, locking into position and pulling the end of the cable - is there a hole/space where the housing terminates?
The three holes would be for fixing it to whatever it was supposed to move, could be an ear on a shaft.
And yes, do those short bits move or are they fixed?
