Unless you are only biking slowly on brightly lit path, some measure of lighting is essential.
For less than $50, I have very bright front and rear blinking LED lights + helmet mounted front beam...

Everything of value stays on my person/backpack. Except the pepper spray canister on the bar - which I've used once.
Bike can be replaced easier than my personal equipment.
