The stem is that way intentionally; it's the way that I am comfortable on the bike. I actually replaced the stock and unflipped 7 degree stem with that higher angle stem that you see in the picture.

I tried resizing it but photobucket's algorithm is pretty crappy so I decided to leave well enough alone until I can resize it with Photoshop.
