The outer end of the bushing looks like it's seen serious pressure/loads. I suspect that outer end has been deformed inwards so that the bushing is now sort of "crimped" onto the axle.

Either its a cover or some sort of mounting parts for disc breaks OR is a Di2 mounting location.
