I’m a fan MKS’s products and they have the Sylvan Gordito pedals. At the upper-end of the budget but you can mount clips. I haven’t tried them, no affiliation, etc.

Yeah, that little cap on the non-drive side arm needs to be tightened before the two bolts on that arm are tightened. It's like a headset- set the preload and then tighten the stem.
