Folding bike hinge clamps

When a folding bike is not in use is it best to open the hinge clamps so they are not in tension or just leave it ready to ride..the hinge clamps are are little like mole grips....

I have a small dent in the top tube of a bike..at the most it is 2mm deep and maybe 5 mm long..You can't really see it on a photo and you can't see it from a meter or so away..Trouble is it annoys...
