My road bike as seen on my commute in this morning. I ride the same bike rain or shine, but I'll put a garbage bag over the pack before I strap it on the rack when it's raining.

Yup. I've been told they're doing that here in Ottawa as well. I've not seen any of those stickers, so maybe we don't have that aspect of the program. Obviously I've not seen the program in effect...
