scarlson might want to chime in, but hack out the head tube, file it nicely and fillet braze in a new one, it’d be a bilaminate construction.

Not odd at all. Nova Cycles doesn't have them in stock, my guess is it's a supply chain issue. Peter at Ceeway has them in stock, so that's where you'd have to order them from.
