I regularly clean up stained/pitted aluminum parts by sanding with 120 grit then going to red Scotchbrite and finally polishing with Mother's works perfect and the parts look great afterwards!

The chain is not jumping to another cog... it seems to be jumping on the cog that I shift to when shifting to a taller(lower) gear. It does not happen when shifting uo to a higher gear.

Change the pulleys and clean/lube the derail good but also change out the chain with a new one..it'll make a world of difference in how the system runs!
Those pulleys are known like others to get...
