Measure rear dropouts from inside or outside?

I have a 70's(?) Dawes Galaxy and the inner dimension is around 117.5mm but the outer says almost exactly 126mm. Everything I read tells me to measure the inner but that seems way too narrow?

Anyone have experience with Ofmega crankset?

The Ofmega's have a good classic look to them, how are they? Any other recommendations similar, not looking to get too crazy on price.

Is there a reliable way to tell what type of steel based on diameter?

Road bike from the early 70's.. top tube looks to be about 25.6mm and the seat tube is 28.8mm although my calipers aren't great so could be off by a tenth.
