Lots of small frames had steep seat tube angles even back in the day of level top tubes and sizing by inseam. Just check some old Italian bikes. It's about the weight distribution more than the reach.

You already have a good length stem for stable handling and proper weight distribution; your spacer stack is not extremely tall, but it's not really short...

You can see in the picture that the top cap is a lot narrower than the expander plug, and the plug is supposed to fit snugly into the steerer tube. In other words, I'd say the top cap doesn't fit...
