In the picture the BB shell is stamped/pantographed? Cinelli Made In Italy underneath but it may possibly be that Ciocc made it with a Cinelli BB shell, Columbus tubing and Campagnolo dropouts....

I agree, the only thing about cheap beach cruiser 700c wheels is that they’re usually loose ball bearing hubs and rather clunky. For gravel/dirt I’d go with sealed hubs for longevity.
