There are adapters, made of rubber or metal, for using presta tubes in Schraeder holes. It’s not ideal to go without, though I’ve seen it hold up before. Also seen it fail plenty of times.

Looks like one hook has the gray plastic insert and the other does not. Normally Ortlieb panniers come with varying sizes if these plastic inserts, to fit to different widths of rack tubing.
