Then allow it to dry to a tacky state, which only takes 45mins- 1 hr and fold as shown by Scott.
Do keep the stem cap on...

That's the technique I use. If your tire has been pre-stretched on an old rim dry then there should be no mess. Tubular glue is a contact cement so you need it somewhat dry and tacky on both the base...

Modern Vittorias are not anywhere near the same quality as in the 80-90's and they are not handmade anymore.

How far from perpendicular is it? More than 45 degrees? If more, reglue. This won't help now but prior to the glue setting up you could have fixed this by lifting up small sections of the tire going...
