I don't think you can get to 110psi with a CO2 cartridge, I mean I never have. It's just a temporary solution.

Grab an inflator and learn how to use it properly without wasting precious CO2 air....

Anything that "feels" under 30F. Also don't even bother if the wind gusting >15mph if it's around 30F. The ride becomes more of an act of survival than pleasure or training in those temps.
