itís a +/- 17į stem which when you flip it over...

itís a +/- 17į stem which when you flip it over makes the stem pretty parallel to the ground - depending on your headtube angle. Itís not as drastic as a track stem.

But do they have one of those little bolts somewhere that lets you micro-adjust the center position...

Your frame is actually a large portion of orange - I would try orange cables and cages maybe. Mine is just a tiny portion and is more of the yellow/gold in the same area where yours is orange....
