Looks to me like the pulleys are out of alignment and are eating the belt. Like somebody once took it apart and didn't reassemble correctly or somethings bent.

To me it looks like aluminum corrosion from the riv-nut. Looks exactly like the corrosion around the bottle bosses on the down tube. Have you considered scrubbing it off with a soapy tooth brush?
