Yes, it's possible to come up with a scenario where someone might want run a 38 mm tire at 60 psi. But, the low likelihood of that scenario occurring probably means it's not worthwhile for a testing...

Sure, where "weigh enough" means 350 lbs. for rider plus bike. A little extrapolation indicates roughly 410 lbs. will get you to 60 psi.
