Both are reputable companies. If you are going to be riding 200k on a regular basis, I would go for the Sora over Claris. I must say I am a little surprised Raleigh would put a 12-23 cassette on an entry level bike with a compact crank, unless your area is very flat (I've, never been to India), but 9 speed chains and cassettes are relatively inexpensive if you were to decide you need lower gearing.
