Generally when someone posts x%, they mean of their ftp. Which is not hour power, but for all intents and purposes is a good estimate for most people. Generally if we're going to base those percents off of "8 minute power", that should be (by definition?) 1/.90 or 111% of your ftp. Or at least this how I understand these things to work. Someone smarter than me is probably going to jump in and correct me soon though.

And for the record, I've never seen any plans that base intervals off of many data points besides ftps and time maxes. (eg aim for your 30 second max power)
