Looks like a fleet of club 420s.
If you are familiar with Seattle, it was taken at Sunset Park in Ballard (I generically call all of Seattle west of Phinney Ride and north of the Ship Canal Ballard). The park looks out over Elliot Bay or Puget Sound also depending on your definition of either of those features.

Here's the real vantage point overlooking Shilshold Marina.
