Yep. To this guy *any* part of the road was wrong.
He's not alone here but it is getting better.
Before we got the 1 meter law (should be one lane, but whatever) the worst offenders here were actually school bus drivers. They are substantially better now so the new worst are dump trucks which appear to be immune from the police as they are never dealt with. I'm guessing money/politics are involved with that one...
