I've seen a fair amount of them on MUPs. They seem to max out at about 15 mph which I think is pretty impressive given that it's just about the worst aerodynamic position possible.
It's definitely a workout device, not practical transportation. I don't think I've ever seen one being used on a road. They appear to be rather difficult to steer with any precision, much worse than skateboards, for example.
