There was a very limited free version, but not sure now it's part of Wahoo. I get RGT bundled as part of my Wahoo SYSTM subscription, which is quite a good deal actually. If you are primarily looking for quality structured workouts then SYSTM is top notch and way better than Zwift in that respect.
