I checked the SR Sakae, MTE-100 post with a digital caliper, it's 27.0. The original engravings are faint.
Maybe the band clamp was an early attempt at a dropper? Stand on the pedals, reach around to the seatpost binder clamp, loosen till it falls, tighten, try not to run into stuff in the meantime.

It's just what I skimmed from a mish-mash of stuff. I passed on old Raleigh frames, crusty wheels, worn Regina freewheels and Sachs chains, like 42 tubes of Phil grease, empty Proofhide container, stuff like that.
One guy was walking out with most of a Raleigh when I got there. But my wife found a lot of really cool buttons she plans to make into jewelry, so she was happy.
