Was it a motor hub? Sounds cheap.
Was it a front hub? Sounds reasonable since they presumably re-built the wheel on a new hub.
It's not too uncommon for an axle to break by riding off curbs and such - maybe that's it.
But I think your buddy might be confused - what does the receipt say?
