I think someone has mistaken a local restaurant for a food bank. That explains the "guests" in high end cars, and why they're "judging" some dude riding off with a bag of food.
Also maybe because that dude is waiting at the bottom of the closest hill to race the Uber Eats / Post Mates / Door Dash delivery people on e-bikes leaving the same restaurant.
