$1400 seems a little steep for the bike back in the day. The bike looks like someone used it for commuting and it probably spent a good deal of time outside. I would have it looked over and expect to pay a decent amount to get it properly functioning and safely riding but at $200 the bike wasn't a high initial cost so you have some room to work with.
