A driver can easily do so by changing lanes. But the solid double yellow centerline marking might send a conflicting message, as high volumes of opposing traffic might as well.

One plaque used by some agencies under the Bicycle Allowed Use of Full Lane sign reads "Change Lanes To Pass". An example can be seen at https://www.google.com/maps/@33.5615...8192?entry=ttu


FHWA has so far declined to adopt this plaque into the national MUTCD.
