Crankset is Gran Sport Road 116mm BCD and will take a 35t inner chainring. In good shape they are quite collectable as brand and period correct while offering lower gearing.
Hubs also Gran Sport, as are the brakes most likely. Nothing on the listed bicycle is Victory.
Rear changer is Nuovo Record.
I’m a long way from the US C&V market although well aware of its downturn. There will be some bicycles that are less subject to the general downturn. I suspect this could be one of them given its condition and parts. Personally I think USD600-700 would be a steal and USD800-900 a fair price for what looks like 9.5/10 at the digital image.
