I know the RX-100 stuff isn't as C7V as Record but, this group looks to be in exceptional shape.
not sure where the seller gets the idea wheels are 26inch. Those are clearly 700c

Look at the gap between the rear wheel and the seat tube. It's huge. No way is that a 700c wheel on that small a frame.
Same with the head tube. The top and down tubes would be close to touching for a small frame designed for 700c wheels. Smaller wheels means longer head tube.
26" and 650c used to be somewhat synonymous. I still have 26 x 1" tires that fit my 650c wheels with no problem.
As mentioned, using smaller wheels avoids toe overlap, at the expense of top-end gearing. Your 650c wheel will top out at a smaller gear than a 700c bike, all else being equal.
I'm a shorty at 5'4. I'm used to all this. My favorite rides are all on 650c frames.
