Look at the gap between the rear wheel and the seat tube. It's huge. No way is that a 700c wheel on that small a frame.

Same with the head tube. The top and down tubes would be close to touching for a small frame designed for 700c wheels. Smaller wheels means longer head tube.

26" and 650c used to be somewhat synonymous. I still have 26 x 1" tires that fit my 650c wheels with no problem.

As mentioned, using smaller wheels avoids toe overlap, at the expense of top-end gearing. Your 650c wheel will top out at a smaller gear than a 700c bike, all else being equal.

I'm a shorty at 5'4. I'm used to all this. My favorite rides are all on 650c frames.
