It's the NHTSA website. Do you think they are going to have pages that are inconsistent with the agency position? If you want to second guess their position you'll need some qualifications.
As for insurance companies, all I can recall being said was they
might be the reason club and shop rides require helmets. You could ask your club or shop if you really want to know.
