It DOES seem to have a Columbus decal (but I cannot tell what tubing) and a sliver decal on forkblades, which I guess might be something like Cromor blades.
But certainly some people hate the unicrown fork on any bike, so for them it's 100% "low grade"
I think that’s a really fine bike, imo newer than 1984. I think that’s like OS or a larger diameter tubing. I don’t remember any speed bikes with unicrown until the ‘90s
