Not sure why no on wants to help you with this . . . It's flipping your stem. By flipping it, you either make your bars lower or higher, depending on the position of the stem before you flip it. If the stem is angled down you'll be in a more aero position for racing, etc. If you're less flexible or are more concerned about comfort than speed, you would normally flip the stem so it is angled more upward.
